1. Background of the evaluation
Finn Church Aid (FCA) is the largest Finnish development cooperation organization and the second largest provider of humanitarian assistance. FCA operates in 14 countries, where the needs are most dire. We work with the poorest people, regardless of their religious beliefs, ethnic background or political convictions. Our work is based on rights, which means that our operations are guided by equality, non-discrimination and responsibility (www.kua.fi/en)).
The Tareeqi (My Way) project is implemented by Finn Church Aid in Jordan with the Vocational Training Corporation (VTC) and Finland-based Mercuria Business College. The VTC, a semi-governmental TVET provider, provides vocational trainings to project beneficiaries, and Mercuria provides training and curriculum support for Retail Entrepreneurship courses.
The overall objective of the Tareeqi project is improved socio-economic status and resilience of Syrian refugees in Jordan as well as host communities. The outcome we hope to achieve is enhanced livelihoods and access to market opportunities through employment and small-scale entrepreneurship for marginalized refugees and host community members, with special focus on women, and people with disabilities.
The project is funded by the European Regional Development and Protection Programme (RDPP) for Lebanon, Jordan and Iraq, a four-year initiative started in July 2014. The RDPP is supported by a platform of eight European donors; Czech Republic, Denmark, European Commission (DEVCO), Ireland, Netherlands, Norway, Switzerland, and United Kingdom (www.rdpp-me.org)).
2. Scope, purpose and priority objectives of the evaluation
The livelihood-focused project was implemented from March 2017 to Sept 2018 in Mafraq, East Amman (Marka, Sahab, Yajouz), and Zarqa. This final evaluation focuses on the entire implementation period.
The purpose of the final evaluation is to understand the level of achievement of the RDPP-funded project, in relation to its objectives, immediately after project completion. FCA and RDPP will utilize the evaluation results for learning, to draw lessons from the implementation of the project and provide recommendations for future initiatives. The evaluation will focus on effectiveness, efficiency, relevance, coordination, impact and sustainability of the project as well as recommendations on what should be improved or scaled up in future FCA livelihoods programming.
4. Evaluation questions
The following key questions will guide the final evaluation:

1.1. Were the inputs and strategies realistic, appropriate and adequate to achieve the results?

2.1. What and how much progress was made toward achieving the outputs and outcomes for the project?
2.2. What factors contributed to achieving planned results?
2.3. What intervention strategies or issues should be considered in the future?
2.4. Were women and persons with disabilities better able to access income generating activities as a result of the project?
2.5. Did access to TVET / business start-up affect the beneficiaries’ abilities to meet current and future households’ needs? How and in what ways?
3.Efficiency
3.1. Did the actual or expected results justify the costs incurred?
3.2. How efficient were the management structures of the project?
4.Coordination
4.1. Was there adequate cooperation with other actors to carry out project activities, avoid duplication of efforts, and draw on relevant expertise?
5.Impact and sustainability
5.1. What key factors will require attention to improve prospects of sustainability of project outcomes and the potential for replication of the approach?
5.2. What lessons were learned that can support FCA’s (or other actors’) future programming and improve the achievement of the intended outcomes for the targeted population?
5.3. To which degree can the project approach be considered scalable/replicable? (Assessment of how much by adding resources we can aim at improved results)
5.4. What are recommendations for similar support in the future?
5. Methodology required & available data
Data will be collected through a desk review from various information sources, including FCA-RDPP interim reports, end of course surveys, project logframe including baseline figures and final data, relevant documents, and an internal report on strengths and weaknesses of the project.
The evaluator has responsibility to further elaborate the methodology, and seek out information and data required to properly address evaluation questions and achieve the priority objectives of the evaluation. FCA may provide logistical support required for data collection, including assisting with making appointments.
Participation of relevant stakeholders will support the Tareeqi Project Final Evaluation, including implementing partners and right holders. Field visits to selected project sites or established businesses may be arranged, and certain project staff are also available for interviews.

8. Deliverables
Inception Report. To ensure mutual understanding between the evaluator and FCA, the evaluator will prepare an inception report. This report details the evaluators’ understanding of the evaluation and how the evaluation questions will be addressed. The Inception Report Template will be used to summarize the evaluation framework, methodology, and work plan. Each point in the template must be properly addressed; FCA and the evaluator will discuss the inception report.
Draft Report. The evaluator will prepare a draft Tareeqi Project Evaluation report, utilizing the FCA Evaluation Report Template. The evaluator will write the report in English and submit it to FCA; FCA will distribute the report to the members of the evaluation coordination team for review and comment. Comments will be provided within 5-7 business days after the reception of the Draft Report. The report will be reviewed to ensure that the evaluation meets the required quality criteria.
Final Evaluation Report. The evaluator will revise the draft report, and produce the Tareeqi Project Final Evaluation Report (using the aforementioned FCA Evaluation Report Template) three business days after receiving comments from FCA. If FCA deems more time is required to submit the final report, the timeline can be revised as needed if agreed by FCA and the evaluator. Maximum length of the report is 30 pages, excluding annexes.
9. Payments
Payments will be phased against milestone completion as follows:
· Upon approval of the Inception report: 30%
· Upon approval of draft report: 30%
· Upon Approval of final report: 40%
10. Budget
Applicants will submit a technical proposal, including budget, using the FCA Technical Proposal Template (included in Annex).
The total budget should not exceed 9,000 JOD. Bids will be evaluated based on the best value for money approach. Please provide a detailed breakdown of the budget.

12. Qualifications
Bachelor’s university degree in development studies, economics, international relations, or related field; Advance degree (Masters and equivalent) preferred;
Thematic knowledge on livelihoods and good knowledge and experience on human rights-based approaches to programming; gender equality and Women’s Empowerment and People leaving with Disabilities considerations;
3 years minimum of relevant professional experience conducting project level evaluations as the sole evaluator or team leader;
Knowledge of and experience working in Jordan or the Middle East;
Excellent written and spoken English; excellent report writing, communication and interview skills.
12. Terms of contract
· The Consultant is responsible for payment of all social costs, other employment related costs and insurance contributions and for all other liabilities of a statutory nature.
· The consultant must abide by FCA’s Code of Conduct
· The consultant will provide a debriefing session (in Amman or via Skype) to present the main findings and recommendations
· FCA holds the copyright of the deliverables and related documents associated with this consultancy
